DINÂMICAS DE DESENVOLVIMENTO SUSTENTÁVEL NA SERRA DE MONTEMURO

A Serra de Montemuro, no interior de Portugal, constitui uma zona de montanha económica e socialmente desfavorecida, com uma população escassa e envelhecida. A este cenário acrescem condições climatéricas extremamente adversas, que tornam a escolha por viver nesta serra num desafio imensurável. E há quem esteja disposto a enfrentar este desafio, movido por uma lógica de desenvolvimento comunitário que tem vindo a frutificar, tornando-se assim num interessante objecto de estudo. Neste trabalho, analisamos iniciativas implementadas nesta zona que abrangem diferentes áreas, nomeadamente a da cultura, do empreendedorismo e da economia social. Estas iniciativas vão do teatro, à recuperação de antigos saberes na arte do burel e do linho, à gastronomia e ao serviço de apoio à 3ª idade. Como principal objectivo, pretendeu-se analisar o impacto destas iniciativas no desenvolvimento local, nomeadamente a nível directo, na criação de emprego e geração de rendimento, e indirecto, consubstanciado na capacidade de gerar externalidades positivas, particularmente as associadas à divulgação da cultura e saberes da região. Quanto à metodologia usada, recorreu-se à pesquisa documental e a entrevistas com os promotores e outros agentes. Os resultados apontam para o grande impacto positivo destas iniciativas, reforçando a importância, em termos de políticas públicas de promoção do desenvolvimento sustentável, do apoio a estas tipo de experiências capazes de fomentar a vida individual e comunitária, assegurando a sobrevivência do território.

  • Abstract:

    The Montemuro Mountain, in the interior of Portugal, is an economically and socially disadvantaged mountain area, with a sparse and aged population. In addition to this scenario are extremely adverse weather conditions, which make the choice to live in this mountain range an immeasurable challenge. However, there are those who are willing to face this challenge, driven by a logic of community development that has been fruitful, thus becoming an interesting object of study. In this work, we have analyzed initiatives implemented in this area that cover different areas, namely culture, entrepreneurship and the social economy. These initiatives range from the theater, to the recovery of ancient knowledge in the art of burel and linen, to gastronomy and the service of support for the 3rd age. As a main objective, it was intended to analyze the impact of these initiatives on local development, particularly at direct level, on job creation and income generation, and indirectly, embodied in the ability to generate positive externalities, namely those associated with the dissemination of the region's culture and knowledge. As for the methodology, documentary research and interviews with promoters and other agents were used. The results point to the great positive impact of these initiatives, reinforcing the importance of promoting sustainable development in terms of public policies and to support these types of experiences, which are capable of fostering individual and community life and ensuring the survival of the territory.
