A noção de risco individual e comportamento de risco começou a ser substituída, pelo conceito de vulnerabilidade social, que dizia respeito a um conjunto de questões relacionadas aos direitos humanos, gênero, sexualidade, raça/cor e cidadania, entre outros. Muito dos valores discriminatórios salientados séculos atrás dão o seu ar ainda agora nesse início de século XXI, apesar de toda uma formalização de igualdade entre os seres homem, mulher, jovem, criança, idoso, mesmo que todos tenham proteção garantida por leis, democraticamente. A realidade hoje é que existe a violação dos direitos humanos dos carcerários, mais aparente nos presídios femininos. O sistema carcerário estabelece uma não diferenciação no tratamento com os presidiários homens e mulheres. Para presas com problemas psiquiátricos, faltam hospitais de custódia em muitos estados brasileiros e geralmente não existe tratamento adequado na unidade onde elas se encontram. Com a falta de unidades específicas para portadoras de doenças mentais ou transtornos psicológicos, muitas presas acabam vivendo em meio a população geral, onde são exploradas, às vezes agredidas, ou simplesmente suportadas pelas demais, sem receber o devido tratamento especializado que necessitam.

  • Abstract:

    The notion of individual risk and risky behavior began to be replaced by the concept of social vulnerability, which concerned a set of issues related to human rights, gender, sexuality, race / color and citizenship, among others. Many of the discriminatory values ​​highlighted centuries ago give their air even now in the beginning of the 21st century, despite all formalization of equality between men, women, young people, children, the elderly, even though everyone has protection guaranteed by laws, democratically. The reality today is that there is a violation of the human rights of prisoners, most apparent in women's prisons. The prison system establishes a non-differentiation in the treatment of male and female prisoners. For inmates with psychiatric problems, custody hospitals are lacking in many Brazilian states and there is generally no adequate treatment at the unit where they are located. With the lack of specific units for people with mental illness or psychological disorders, many prisoners end up living among the general population, where they are exploited, sometimes beaten, or simply supported by others, without receiving the proper specialized treatment they need.
